With the vigorous development of emerging digital technologies such as big data,mobile Internet and cloud computing,the innovation environment of high-tech enterprises is changing rapidly.At the same time,because of the increasingly mature of technology environment and social environment in recent years,the open innovation atmosphere has brought unprecedented development opportunities for enterprises.However,the rapidly changing environment has also brought new challenges for enterprises.Technological innovation is composed of four basic factors,development,production,marketing and technological innovation management,which interact and restrict each other,coexist in the social environment,and are restricted by many factors such as social science,technology,economy,politics and culture.So how does the enterprise get the inspiration of technological innovation?How does enterprise open up a path to ensure that the enterprise can continuously obtain technological innovation?And how does the enterprise keep its innovation capability active?All these questions are the important theoretical subject in the field of technological innovation.This paper takes enterprise organization change as the breakthrough point and introduces the resource orchestration theory to clarify the technological potential and evolution of an enterprise by applying a single longitudinal case study approach.Through theoretical review,we build a process model from external environment turbulence to technological innovation influence,and take L Group Co.Ltd as a study case to verify and perfect the theoretical model by means of research design,case data collection and data coding.We take the development process of L Group Co.Ltd since it established as the time axis to make the longitudinal analysis of how technological innovation capability is rearranged at each development stage under the turbulent external environment of enterprise.We want to construct the whole process model of the enterprise development in order to provide the reference in the aspects of technological innovation of high-tech enterprises.Through case analysis,this paper gives the following practical implications:(1)high-tech enterprise takes three stages of resources orchestration including the rational collocation of resources,the induction of resources and the efficient utilization of resources.And enterprises has different forms of resource orchestration in different development stages;(2)the premise to cultivate the service innovation capability of enterprise is the conflict of enterprise ability and the its embedding situation which is triggered by the environmental turbulence.It is crucial for enterprise to cultivate innovation capability of the technological level to realize the orchestration of key resources.And it can help enterprise to improve ability to adapt market changes;(3)the different ways of resources orchestration lead to transition and sequence effect of technology innovation capability.
