Research On The Core Competence Of China's Rare Earth Industry

China is a large country with rare earth resources,rich in reserves and numerous varieties.It is the world's largest supplier of rare earths and plays a pivotal role in the development of the global rare earth industry.However,China's rare earth industry is not competitive internationally.Due to extensive management,market disorder,low technology level,and inadequate supervision,China's rare earth resources are wasted,reserves are reduced,overcapacity,low prices,and serious environmental damage.Along with the transition of China's economy into development,the state has carried out supply-side structural reforms.The relevant government departments have issued a series of policies to adjust the rare earth industry structure,regulate mining,protect the mining environment and promote the sustainable development of the rare earth industry.In 2014,the Ministry of Industry and Information Technology promulgated the "Guidelines for the Establishment of Large Rare Earth Enterprise Groups" to integrate the rare earth resources to form the six major rare earth groups.By the end of 2015,the integration of the six major rare earth groups has basically ended,changing the situation of the "rare,scattered and chaotic" situation of China's rare earth market in the past.It has played a positive role in regulating the order of the rare earth market and forming industrial clusters.At the same time,the government has stepped up its supervision and severely cracked down on black rare earths.In addition,the government and enterprises attach importance to the development of science and technology and inject a large amount of research funds.Under the vigorous reform of the country,there are still many problems in the rare earth industry.In order to better promote the sustainable development of China's rare earth industry and enhance the competitiveness of the rare earth industry,it is extremely urgent to formulate a strategic plan suitable for the development of China's rare earth industry as soon as possible.Based on the theory of mineral resources,industrial economics and sustainable development,this paper comprehensively processes and analyzes a large amount of original data and data.Based on the previous research results,based on the diamond model,a set of evaluation system for the core competitiveness of China's rare earth industry is constructed.Using the 2012-2017 panel data,the core competitiveness evaluation model of China's rare earth industry is constructed.The availability of the results,and strive to evaluate the results are reasonable and accurate.This paper uses the entropy method to determine the index weights in the evaluation system for the production factors,demand status and technology level in the evaluation indicators,and qualitative analysis methods for the industrial environment.The research results show that the core competitiveness of China's rare earth industry has not been significantly improved in recent years,and its competitiveness is still very weak.On this basis,put forward the countermeasures for the development of China's rare earth industry: increase law enforcement,standardize industry order;adhere to scientific and technological innovation,build high-end products;accelerate green and intelligent transformation,build a circular economy;increase the protection of rare earth resources,pay attention to Sustainable development;establish a national strategic alliance;extend the rare earth industrial chain and promote the development of industrial clusters.
