Investigation On Social Co-governance Of Food Safety In Luohe

With the rapid development of China's economy,the social problem of food safety has been highlighted in the past ten years,it also has been aroused great public concern and unease.In order to improve food safety status,regulators have made a series of efforts in terms of laws,systems and supervision measures.Although certain governance effects have been achieved in a short period of time or locally,food safety issues have not yet been fundamentally improved.The issue of food safety is still at the top of the list of the most concerned issues.And food safety governance is a complex social project that requires all social forces mobilized to participate in it,that is the social co-governance model of food safety.For this reason,food safety social co-governance has been written in the newly revised Food Safety Law of the People's Republic of China and "The 13 th Five-Year National Food Safety Plan” as a basic principle.Through the field investigation,based on the analysis of the present situation and problems of three subjects of government,enterprise and society under the Common administration of food safety in China,this paper mainly analyzes the present situation and problems of the public governance of food Safety in Luohe,Henan province.By using the theory of Food safety public administration and drawing on the domestic advanced experience,the paper puts forward the improvement ways and methods of Luohe food safety public administration.Through analysis,we can see that Luohe food Safety society has achieved certain achievement..Food safety work has been maintained a good state.There are no major food safety accidents for three consecutive years.But at the same time,there are also problems that can not be neglected: government is lack of supervision,institutional adjustment is not in place,and the enterprise's main sense of responsibility is still missing,enterprise file system is not unified and information is not transparent,media and industry associations play a limited role,the channels of consumer participation are limited and so on.In view of the above problems,using the relevant theories and drawing lessons fromShanghai and Beijing,we put forward the following suggestions to the Luohe food safety social common treatment: The first is to improve institutional mechanisms and promotes the innovation of government supervision;the second is to establish a corporate credit system;the third is to strengthen the post-certification supervision of enterprises;the fourth is to establish a complete flight inspection system;the fifth is to establish a unified information release platform to increase the transparency of food safety regulatory information;the sixth is to effective integration of food safety testing technical force;the seventh is to support industry associations to play an active role;the eighth is to make full use of the media's publicity and guidance role fully;the last one seventh is to broaden the way for Consumers to Participate...
