Caused by different reasons of tourism seasonality problem mainly reflects in the following three aspects:from the point of tourism management, tourism major projects, all kinds of related industries are periodically idle, leading to the low economic benefit; From the point of the practitioners, seasonal employment not only causes enterprises avoid long-term investment in staff training, is not conducive to the improvement of practitioners, but also affects the practitioners’ willingness and attacks professional practitioners confidence; From the point of sustainable development of tourism destination, distinct seasonal passenger flow often far beyond the bearing capacity of tourism destination and bring bad effects, large numbers of people crowded in the scenic area also has certain security danger.As one of the important research direction, tourism seasonality research presents the trend of the development on a whole, the theory and practice research results also contribute more, but in terms of its research level, is still in its early stage, various researches also have certain controversial, and this kind of cognition and research status have become one of the bottlenecks of tourism industry.The contribution of this paper is mainly in two points:first, the author believes that seasonal is not a unique phenomenon in tourism development, although other areas may have differences, but the overall thought has relatively, to solve the problems of seasonal tourism, must jump out of the travel to find more methods. Based on this, the paper use interdisciplinary theoretical for reference, the water flow distribution regulation, the traffic flow in traffic peak load regulation and the peak clipping in the power system offer some theory for the development of tourism industry according to the references. Second, distinct seasonal of agriculture makes leisure tourism also has strong seasonal characteristic. Besides, leisure agriculture have easy facilities, simple technology, high participation experience, rich in content and variety characteristics, if you can reverse thinking, it can become an important tool for peak shaving. This paper exploits the characteristics of leisure agriculture, through the shunt, peak, peak clipping regulating mode, to adjust the scenic areas, urban and rural tourist destination tourist seasons. Compared with the traditional tourism seasonality problem, they take a passive, limit control management mode, this method of peak shaving in tourism is from the present perspective of "supply side structural reforms", by increasing tourism supply, improving the quality of tourism supply and rich tourism experience activities actively, to achieve the new regulation mode of initiative and channel way.This paper forms three kinds of passenger flow peak shaving mode:Shunt peaking mode. Busy season, "storage" tourist traffic in short term, guide the tourists "shunt" consciously; Off-season, according to the seasons of leisure agriculture, set tourism project reasonable, play a backflow of tourism scenic area or city.Peak load mode. Through leisure agriculture products supply, make full use of the characteristics of leisure agriculture in experiential high supply, for tourism seasonality problems caused by uneven, in off-season increase leisure agriculture products, improve tourist experience depth and degree of satisfaction, build tourist highlight in the different periods to stimulate tourist demand, from the angle of time, area and the type of people to guide tourists to choose destinations correctly.Peak clipping mode. Through the supply of leisure agriculture forms, make full use of the leisure agriculture characteristics of convenience technology, high participation experience, introduced the home care, or education plantations and other steady state, superposes with the sharp fluctuations in traffic curve of traditional tourism scenic spots, have an effect to a certain range of tourism regions.
