| As small fossil-fire generators dropped out with the implementation of energy-saving power dispatch, the grid lost some capabilities of peak regulation. Meanwhile, the change of the load characteristics has increased the gap between the valley and peak load. The peak regulation problem becomes more apparent. At the same time, some power systems as a typical receiving end have high proportion of incoming electricity which intensifies the pressure for peak regulation. Based on relevant studies, combined with the power industry development situation, we design environment friendly peak regulation right transaction model at first. Combining with simulate transaction of actual grid, we provide some beneficial reference to solve the problem of peak regulation and environmental protection in our country.Then we analyze the basic connotation of peak regulation right transaction, and classify the peak regulation rights market. Introduces three peak regulation transactions model: the bilateral transaction, the hitherto transaction and the hitherto transaction considering transaction cost. Analyze the advantages, disadvantages and economical differences among three of them. The system using compulsory approaches can not reflect the actual demand of the users. In order to scientifically research the peak regulation right transaction, this paper restores the original electricity demand that based on real load and demand-side management. We get the real grid peak regulation demand which is the basement of our peak regulation right research.Analyze the meaning of considerate the environmental cost in peak regulation right transaction. Study the environmental cost of thermal power generation. Monetize the damage to the environment of thermal power generation. Use a scientific method to calculate environmental cost. Construct peak regulation right transaction model which consider the environmental cost.According to the consideration of transaction cost and environmental cost peak regulation right transaction model, this paper gives out the solution process. Using Shanghai grid as research target, arrange peak regulation right transaction which considering environmental cost. The numerical result of peak regulation right transaction that consider the environmental cost shows the increased power plant operation efficiency, the improved social utility and the reduced environmental damage. This paper proposed peak regulation right transaction model to solve the problems such as large gap between peak and valley ,poor peak regulation units capacity, thermal power unit frequent start-stop, pollution problems and provides a set of effective transaction model. |
