The huge passenger flow during the peak period of tourism not only leads to crowded tourist spots, but also reduces tourists' satisfaction of tourism experience. It will also cause serious damage to the tourist area's ecological environment, and even lead to tourist stampede and similar tourist safety accidents. As a result of casualties and economic losses, tourist management at scenic spots during the peak season has received increasing attention. For the management of tourist attractions, the diversion of tourists is an effective means for the management of tourists during the peak period. How to formulate tourist diversion strategies scientifically and reasonably has become one of the urgent issues for the daily management of scenic areas and the construction of smart scenic spots. In order to solve the above problems, the management of tourist diversion was treated as the research object in this paper.Firstly, the spatial and temporal characteristics of passenger flow distribution in tourist attractions were analyzed, then the questions of flow diversion from in and outside of scenic spot was explored which explained the necessity of the management of flow diversion.Secondly, the distance from scenic spots to tourists' interchange center were considered as indexes of classification, which will determine the initial triage area and diversion point. Then the initial diversion population and the proportion of passenger flow were calculated according to the theory of tourism environmental capacity.Furthermore,Huangshan was taken as an example to explain the initial state diversion process and some corresponding suggestions and strategies were proposed. Finally, based on the TPNs theory,TPNs model for tourist diversion management was built, and a dynamic real-time probability scheduling algorithm which considered the load of scenic spots was proposed. Then the simulation experiment is used to prove the effectiveness and scientificity of this algorithm in the process of tourist diversion management in peak travel period. The results show that the real-time dynamic probability distribution algorithm proposed in this paper can not only avoid the overload of tourist attractions, but also reduce the tourist load of the entire scenic spot effectively, which provided the practical guidance value for the tourist diversion management of scenic spots at the peak of tourism.
