The Research Of Food Subsidies Money Management In Qiyang

Food grain security is an important part of the National Security Strategy of the National Security Strategy.Food grain security is not only economical issue,but also social issue.Food grain production is weakness and should protected by some subsidy policies.Recent years, the government provided more support to food grain industry. The grain subsidy policy improved both the farmers’ activity of farming and the output of production,meanwhile,facilitated the yield and the comprehensive productive force of agriculture.The subsidy policies are time-consuming and money-consuming due to several departments, such as agricultural bureau, bureau of finance and township finance institute, are involed in subsidy payment. For a long time, affected by planned economy and the way of appropriation, the government ignored scientific management of food grain subsidy policies. Thus, the limited scale and low efficiency of food grain subsidy policies became more and more severe. On such condition,the food grain subsidy policies will be uselss and have a negative influence on food grain security and social stability.The paper researched the fund management of food grain subsidy policies in Qiyang County and made some suggestions from the perspective of it.First of all, we studied the food grain subsidy policies of home and abroad, and determined the writing ideas based on the status of subsidy policies.Next, we stated the concept of agricultural subsidy, food grain subsidy, the support theory of weak industry,food grain security theory, agricultural multi-functional theory and food grain subsidy policies of China.Then, we analysised the status, introduction, measure and existing problems of subsidy policies in Qiyang County. Again, we absorbing the experience of food grain subsidy abroad. Last, based on aboved mentioned, we summed up some suggestions, that is,to widen the source of food grain subsidy, to improved the efficiency of food grain subsidy,to optimize the pattern of food grain subsidy, to enhance the supervision dynamics of food grain subsidy, perfected the system of food grain subsidy.
