From ancient times till now, the grain question all is fundamental question which relates the human survival and the development, along with the science and technology progress and the economical development, the humanity from eats what is offered to the well-off society, basicly solute food and shelter problem, this already stepped out a big step, but because of the natural condition and the limited land resources, the grain question is still unoptimistic.In fact, no matter the grain is surplus or short, any country is facing the food security question in varying degree. In order to maintain the country food security, governments have taken different forms of food subsidies, but the high quota subsidy behind is hiding very many deep layered questions. In recent years, our country has increased food subsidies dynamics, how to avoid high subsidies and low efficiency of the embarrassing situation, what is the way to be effective in ensuring the subsidies to food security? Are we needed to solve the problem? This paper attempts to.from food subsidies on the historical evolution and the implementation of each food subsidies achieve, taking ShuoZhou city as an example, analyze why the government food subsidies has increased, but farmer benefit has not risen accordingly, the phenomenon of dissertation is becoming more and more common, migrant farmers become more and more? What problems exist in the food subsidy policy? How to effectively solve the problem? On the basis of the reading a large number of documents, combining with the actual situation in our country, the author hope to provide reference for solving these problems. This paper accord to propose solving the problem, systematically analyzing the relation of grain supply and demand in different situations, and should adopt different food subsidies measures, when food supply exceeds demand, a fallow policy:let part land withdraw from production areas and subsidy fallow agricultural producers; When grain is shortage, the government should leave the food price subsidies to partial town consumers.
