Research On The Implementation Effect Of Yunnan's Grain Subsidy Policy

“Grain is the paramount necessity of the people”,and grain is the indispensable material basis for human subsistence.The State attaches great importance to the grain issue for the political security,and the social stability shall be supported by the continuous grain supply.China has released a series of grain subsidy policies since 2004,in order to stabilize the grain production.However,with the rapid economic development,the low yield has gradually dampened the farmer's enthusiasm to grow grain and some economic crops stealthily squeezed the productive resources of the grain.Despite the adequate grain supply,it can be seen from the in-depth statistical analysis that the self-sufficient grain production structure has gradually developed towards the great import of grain.In the recent years,China's governing capacity is faced with ordeals of grain production crisis and relatively low income of grain-growing farmers,making it extremely urgently to improve the grain subsidy policies.The grain subsidy policies increased the grain production and income of grain-growing farmers to a certain extent in the first several years of implementation,but with the economic development,many problems have occurred such as the low standard of grain subsidy,complicated procedures and high operation cost.This article gives a detailed introduction of grain subsidy policies in Yunnan,makes analysis and study of the actual condition and implementation effect of the grain subsidy in Shizong County,comprehensively evaluates the role of local grain subsidy policies,analyzes the effect and subjective and objective factors affecting the effect,and puts forward suggestions on proper adjustments according to analysis results,in order to enhance the grain subsidy effect,overcome defects of grain subsidy policies,increase the investment in grain production,rejuvenate the grain market,and guarantee the national grain safety.The article puts forward relevant policy suggestions according to the empirical results,which provides reference for the further improvement in China's grain subsidy policy system.
