Food security is a globe issue, especially for the developing countries. As for China, the country of the largest population, relative lesser land, and instability agro-foundation, food security is so vital that it has much to do with the society's stability, economic development and the national security. We must pay much attention to it. Because of the actuality, we need a great deal of grain, and must insist on the basic principle that we should depend on the country production ability, filling the gap between production and demand through import. In this sense, we should find the right self-sufficient rate and the appropriate scale of import.Food self-sufficient rate not only affect the production and consumption of grain, the direction of agriculture development, but also has the important sense to the stability and prosper of the world grain market. In this paper, the theory foundation and frame are established by summarizing and analyzing the conception and theory of food security and food self-sufficient rate. Food security should be considered not only in the country, but also in the world, and in the same time, it is an economic issue, and a social, a political one.And then, the paper analyzes the conditions of our country's food security, and the two modes of guaranteeing food security. Food self-sufficient rate is an evaluation index of food security. Through analyzing the influential factors of food self-sufficient rate, and China's grain production, consumption, storage and trade, we draw the conclusion that China's self-sufficient rate can be kept at 85-90 percent, that's to say, we can produce 85-90 percent of grain and can import 10-15 percent of grain from the world. Which neither does harm to China's food security nor leads to the shortage of foreign exchange and the supply of the world grain market is enough.In the end, according to the discussion as above, some practical measures in preservation of food security are brought forward.
