To solve the "three rural issue" is the most difficult and onerous task for building a comprehensive well-off society and modernization construction, Under the background of new rural construction, the development of rural tourism is not only provides a new leisure products for urban residents, but also provide important significance for promoting the adjustment of agricultural structure, increasing farmers’ income, making full use of rural surplus labor force resources, cultivating new type of rural residents, deepening rural reform, maintaining the rural social and economic sustainable development, solving the "three rural issue", promoting the new socialist countryside construction, constructing the harmonious society. However, during the practice, China’s rural tourism occured some problems:as some rural residents autonomous development, low level of rural tourism organization, lacking of market competitiveness, and even some rural residents friction due to competition for customers, and increasing rural social disharmonious factors, meanwhile some rural tourism adopting the corporate management, thus exposed too many business forms, companies strive for the benifits with farmers, caused contradictions increasingly intensify, farmers’ income target cannot be achieved, these unfavorable factors restrict the development of rural tourism. There is rich cultural tourism resources in Hengyang and the rural areas is full of Hunan characteristics, but Hengyang’s rural toursim existed low level of product development, serious homogeneity and uneven service mangement evel during the development.This Papers regard Hengyang rural tourism development as the research object, through the analysis about the present situation of the development of rural tourism in Hengyang, putting forward suggestions for improving the development of rural tourism in Hengyang. First of all, the paper studied the domestic and foreign scholars research literature about the rural tourism development, then determined the paper’s topic selection background, research purpose and meaning. Secondly, the paper sums up the concept of rural tourism and the base theory. Thirdly, the paper analyses the current situation of the development of rural tourism in Hengyang, Hengyang has basically formed a unique brand of rural tourism, rural tourism’s type is rich, which has obvious effect on rural economic development in Hengyang market, but there still existed problems such as the scale of development lag, small industry scale, uncompleted management level, incomplete infrastructure, and single form, combining the present situation of the rural tourism in Hengyang market, carried on the SWOT analysis for the rural tourism development of Hengyang, puts forward the development strategy. Fourthly, through studying and using the development experience about rural tourism at home and abroad, arising that the development of rural tourism should pay attention to policy support and management, and give full play to the role of industry associations, pay attention to brand development and protection.Finally, the paper according to the analysis about the present situation of the development of rural tourism in Hengyang and domestic rural tourism development experience, proposed the the development ideas, principles and concrete measures for rural tourism in Hengyang.
