In the development of ethnic minority areas, it is necessary to increase the rights of community residents, which is the best way to coordinate the interests between the minority indigenous residents and the government and the tourism industry development company.This paper mainly take “Lao-Sicheng†as an example, First of all, this paper take the concept and theory of tourism empowerment as the starting point, and summarized the theory of community and cultural heritage, community empowerment, tourism empowerment and empowerment.Secondly, from the perspective of the possibility and necessity of the participation of the community residents in the national cultural heritage,the mechanism of the tourism empowerment of the community residents in the national cultural heritage is discussed.
