Mechanism Selection And Performance Evaluation Of Tourism Poverty In Ethnic Minority Areas

In recent years, with the development of tourism and the slogan proposed by the government, which is saying that the main battlefield of poverty alleviation emphasizes the Midwest area and the difficulty lies in the concentrated poverty areas, the west ethnic minority areas are facing new opportunities and challenges. In the list of the2011National latest concentrated areas, the majority belongs to the ethnic minority areas, where are badly in need of an effective way to develop economy and alleviate poverty, because these areas have characteristics such as: rich in tourism resources, weak economic foundation, deep and widespread poverty. Since the conception that’alleviate poverty by tourism’had been raised in the mid-1980s, it has been playing a huge role in poverty alleviation with its unique advantage. Undoubtedly, it is the best choice to develop tourism and out of poverty for the ethnic minority areas. However, what is the fundamental framework of tourism poverty alleviation mechanism in ethnic minority areas? What are the models? What is the status of tourism poverty alleviation in ethnic minority areas? How to develop in the future? The solution of these problems has important practical significance to make the ethnic minority areas’tourism develop rapid and sustainable, and realize the local residents to take off poverty. Therefore, this study tries to solve these problems.The innovations of this study lie in:used the research for tourism poverty alleviation mechanism in ethnic minority areas and performance issues as the topic; used the Damxung County as a case, and made the research results of Damxung tourism poverty alleviation is more novel and specification, in-depth and comprehensive in content and method than current study; provided certain theoretical reference value for the Damxung County’s and even the whole ethnic minority areas’tourism poverty alleviation development.The main methods of this research are:literature combing method, questionnaire investigation method and mathematical statistical analysis method. The main content of this paper is divided into five chapters:The first chapter is the introduction. This part introduces the background of the research, the purpose of the topic and the significance, etc. and then exports the research ideas and the methods.The second chapter is the literature review of the research for the tourism poverty alleviation. Firstly, it combs the concepts of tourism poverty alleviation; and then, summarizes and comments on the tourism poverty alleviation’s mode, interest mechanism, effect evaluation index, which lay the theoretical foundation for further study.The third chapter is about the basic framework and typical patterns of the ethnic minority areas’ tourism poverty alleviation mechanism. First, this chapter, analyzes the general process of tourism poverty alleviation, mainly contains research stage, planning stage, implement stage, evaluation stage. second, establishes the basic framework of the ethnic minority areas’ tourism poverty alleviation mechanism, namely, three stages as decision-making mechanism, development mechanism, interest distribution mechanism; finally, summarizes the typical patterns of ethnic minority areas’ tourism poverty alleviation mechanism are mainly dominated by the government, enterprises and communities, also analyses the characteristics, applicable conditions, and the performances or deficiencies consequently of these patterns.The fourth chapter is the empirical study. It uses Damxung County, Tibet as a case, and analyses detailedly of the Damxung’s current situation, development status, advantage and progress of the tourism industry, status of the poverty alleviation and tourism poverty alleviation, the participation types for the tourism development of the local tourism stakeholders. And collects the data by field investigation, analyses the Damxung’s economic, social and ecological performance by using qualitative and quantitative methods, and then finds the problems in Damxung’s tourism poverty alleviation and development, finally puts forward the thinking for Damxung’s tourism poverty alleviation.The fifth chapter is the conclusion and prospect. This chapter summarizes the main idea of this study and put forward the some research contents and direction in the future.
