Resource type city is a kind of city which is the dominant industry of mineral resources, forest and other natural resources. For a country, resource exploitation is the cornerstone of economic development and growth. In our city now, there are more than 100 seats or more city belongs to the category of resource type city, these cities is an important part of China’s urban economy and even national economy. It is a national economic construction of raw material base. For a long time, resource based cities have made an indelible contribution to the economic development and the construction of the four modernization in China. However, with the continuous depletion of natural resources, the transformation of the economic system, the gradual increase in the cost of mining, poor economic efficiency and other factors led to the development of resource-based industries encounter bottlenecks. At the same time, due to the involved in the resource type city government in urban economic development, industrial structure planning, environmental protection, cultural construction and so on many aspects of government behavior, there exist a lot of problems, resulting in resource-based cities are generally faced with the deterioration of the ecological environment, unemployment has the larger population, low standard of living of the population, imbalance of industrial structure and a series of problems, the sustainable development of resource-based cities facing severe challenges. Many problems in the development of resource based cities have had a negative impact on the development of the national economy. Therefore, the transformation of urban industry is the only way to avoid the decline and the sustainable development of resource based cities.
