Strategy Research On The Improvement Of Chongqing’s Macro-control System Under The Economic New Normal

Since the Eighteenth National Congress of the CPC was successfully held, the external environment for China’s economic development becomes increasingly complex, the world’s economy is in a deep adjustment, the interaction and game of the economic policies of the great powers are becoming more evident, changes in the connotation and conditions of the domestic development are significant, the problems of unbalanced, uncoordinated and unsustainable development are serious. Under the background of China’s economic New Normal, Chongqing is in the critical period of economic transformation and development, facing issues such as uncoordinated development of economic and society restricting development quality, unbalanced development between regions, urban and rural areas restraining social harmony, irrational growth dynamic structure constraining development potential, large pressure of environment protection containing development speed, etc.At present, domestic researches of provincial macro-control are mostly focusing on implementations of special control measures, while the subjects, objects and means of national macro-control system is different from provincial macro-control policies, hence there are large differences in their system research and policy implementation effect. As an emerging municipality, in the presence of macro-economic situation under the economic New Normal, in order to ensure sound and sustained economic development, it is critical for Chongqing to improve the government macro-control system. Based on relevant literature, historical materials and statistical data, this study analyses Chongqing’s macro-control system composition, looks into the effect, present situation, and problems of major control measures, then combining new requirements of the economic New Normal, proposes solutions of macro-control system improvement.This study is divided into four chapters. The first chapter is the introduction, mainly introducing research background, significance of the subject, research methods, key issues to be resolved, and innovation and deficiencies. The second chapter is research summary and theoretical basis, mainly introducing literature review at home and abroad, macro-economic performance of the state and Chongqing under the economic New Normal, reviews the macro-control course of the state and Chongqing. The third chapter is the core of this study, firstly giving a brief description of Chongqing’s macro-control system composition, then analyzing the effect, current situation and existing problems of nine major control measures conducted in the government macro-control. The fourth chapter is to propose countermeasures, bringing forward overall guidelines, basic requirements and five control strategies to improve Chongqing’s macro-control system.
