Land policy involving in the macro-control is an unprecedented great practice and creative activity in the process of creating the socialist market economy with Chinese characteristics and the development of it, and it is a new task that the new land management is faced with. In order to promote the economy and society to develop stably and orderly, the "twelfth five-year" plan put "strengthening and improving the macro-control" in the first place in realizing the economic and social development goals, solving the unbalanced, uncoordinated and unsustainable policy-oriented issues in the process of economic and social development, and continue to make it clear that the land policy, together with fiscal, monetary, investment, industry and other relevant policies must participate in macroeconomic regulation and control together. Continuously systematic study of the land involving in macroeconomic regulation and control is not only a theoretical innovation, but also has important practical significance and application value to guide the national macro-control.Being based on my master thesis in 2005, referring to the domestic research achievement in recent 6 years, and combining with my own practice and my study, this paper analyzes land involving in macro-control from two major aspects:the theoretical analysis and policy practice evaluation. Firstly, in the basis of further exploring the mechanism of the land control and evaluating on the coordination between land and other relevant control methods, this paper analyzes all kinds of relevant impact factors of the land involving in the macroeconomic regulation. This paper confirms and evaluates the land involving in the operation of macroeconomic regulation and control mechanisms. Secondly, in the basis of analyzing and summarizing the domestic and international practical experience and characteristics about the land involving in macroeconomic regulation and control, using the "3D" theory and "3E" theory to assess and evaluate the implementation of the land control policies of the land of China form 2003 to 2009, the main conclusions are drawn as follows:First, the long-term orientation of our country's land policy must be:as a country with a large population, wasting the land resource shall never be allowed. The usage of land must be changed from extensive pattern to intensive pattern, continual reduction on element dependence came from economic growth, as well as increasing investment on scientific research, encouraging land use technology innovation, making finite land to obtain higher output level;Second, with the land involving in the macroeconomic regulation it is important to pay attention to evaluate the coordination between land and other relevant impact factors and to control the coordination well at the right time. When there is a sign that the economy will be in recession, overheating state, structural imbalance or unreasonable regional development, it needs foresight of macro-control to ensure stable and balanced economic growth though appropriate ways, such as increasing or reducing the supply of land, changing the supply structure, differential land supply in different region etc;Third, our country's land macro-control policy is good in general, of which the policy evaluation of the effectiveness is the best result. Especially in the direct effects, after the land policy in macroeconomic regulation and control is implemented, the regional economy and the economic growth rate has been greatly improved, the housing supply structure has been optimized, indemnificatory housing construction has been effectively pushed, but land macro-control policy may also lead to new problems;Fourth, in recent years, our country is performing well on formulating and demonstrating relevant policies on the base of full investigation, but the understanding and fairness of the policy program should be improved, and the quality control on land macro-control regulation should be strengthened. Land macro-control policy implementation cost and efficiency are pretty good, but due to large necessary capital scale on the policy implementing and high opportunity cost, screening and monitoring of land participates in macroscopically adjusting control quality should be strengthen. In the implementation of the policy mechanism, policy performing is brilliant, which can effectively promote policy content, but it still needs to improve information system and increase e-government service level.
