The Government Support Strategy Research Of Tianhe Road Business District Building

International first-class business district is an important part of any international metropolis. Wherever there is a world well-known metropolis, there is an international business district standing proudly. Currently, as China enters into a new situation featuring with “three major trends”, “steady growth, structural adjustment” has become the major concern of Chinese national strategy. It is a must for China to build an international first-class business district featuring with Chinese characteristics, for no matter stimulating domestic demand or enhancing the international competitiveness of Chinese first-tier cities.Guangzhou is the long noted “City of Business ” and “Gate to Foreign Trade”. Ever since Guangzhou was positioned as national central city in 2010, a corresponded “International Business and Trade Center” has been put forward, which brings inevitable requirements for China to accelerate her pace in building an international first-class business district. Specifically, the Tianhe Road Business District, a business district with the biggest volume in China, possesses the power to fulfill those requirements.at present, the Tianhe Road District Business District has entered into the critical period of transformation and upgrading. In spite of the solid foundation, hardware and software, to it, bottlenecks are on its way; so are other city business districts in Guangzhou and Pearl River Delta, community business areas, and online business. For this reason, support of high level from government is needed to “give a hand, walk a way”.This paper, taking the Tianhe Road Business District as example, studies what should government do to support the building of international first-class business district. First of all, through general theories, necessity and universal rules for business district building with government support are studied. Second, through government interview, expert discussion, operator investigation, customer demand study and field trip, background, present situation and trend of the Tianhe Road Business District are analyzed. Based on that and via SWOT analysis, new dilemmas, challenges and opportunities are explored. Last but not least, supported with experiences of well-known business districts with government support of home and abroad, shortcomings in government support for building the Tianhe Road Business District are pointed out, and then insightful strategy suggests are made.Through empirical study and rational thinking on the government’s support strategy for building the Tianhe Road Business District, advises for the individual case are made, strategy suggestions for local government to adapt to the new situations are provided, in addition, with an innovative and top view, government strategies with common patterns are explored for building international first-class business districts in the whole world.
