Central Business Distrct was firstly created by American scholar E W Burgess in 1923. Compared to the mature development of CBD abroad, China CBS was still on emerging stage. To develop CBD in some major cities of China has significant meaning on promoting city construction, upgrading city image, and strengthening competition strength.Currently CBD has become one of the hottest construction projects in Beijing, Shanghai and many other big cities. In 2001, Nantong city of Jiangsu Province planned to buid its own CBD so that the city could integrate all resources including investment, finance, trade and productive services into one district. Development of CBD is just the effective way to attract these resources; however, CBD depends largely on the competition strength of a city.This paper firstly describes CBD characteristics, its developing future and its development background abroad and at home. By learning from successful examples, this paper simultaneously points out problems in china CBD development. In addition, this paper analyzes how city competition strength is important to the CBD development. By measuring competition strength of Nantong city based on corresponding index and by considering Nantong status quo, this paper put forward correlated improvement measurements. Finally,based on Nantong superior and inferior positions on economic development and from three aspects of location, resources and infrastructure, this paper provides suggestions to promote Nantong competition strength.This paper apply marketing management, conomics and strategy management and district economics for research. The results of this paper is useful as a reference to the Nantong CBD construction and to promote city competiton strength.
