Through comparative analysis of its own operational data and the operational data of its peer benchmarking enterprises, this paper will get the conclusion that the operation and maintenance management software business must be transformed.Then, in order to look for the path of business transformation, the paper will conduct systematic analysis of the business characteristics, market characteristics, industry characteristics and customer demand characteristics of the operation and maintenance management software, pointing out the fundamental development bottleneck for operation and maintenance management software is that the large-scale market with over high costs for dispersed users’ service acquisition, and the original model of performance growth has been unsustainable. Through systematic analysis of the characteristics, the core technology, profit model and current development situation in China of Saa S system, and also making systematic analysis and comparison between the features of Saa S and operation and maintenance management software, this paper draws the conclusion that the operation and maintenance management software also has the potential for Saa S transformation, and further states that the transformation of the operation and maintenance management software Saa S must follow the Private Cloud model of operation and maintenance, rather than blindly follow the “Long Tail customers" in usual sense.Finally, in order to further verify the Saa S model transformation’s correctness, on the basis of theoretical guidance, the paper develops a comprehensive transformation plan for H company based on its status quo, from product development to marketing programs and organizational structure, and puts it into practice. The model transformation has gotten the comprehensive systematic verification in S Province’s state tax project on its primary stage. The transformation work has taken an important first step, and gained initial success. Besides, the paper has reflected the problems exposed in the business transformation process and made some prospects.
