| Innovation is the driving force of enterprise development, the core competitiveness of innovation is reflected in the strength of scientific research ability. To strengthen the scientific research ability can help the enterprise to develop new products, adjust product structure, expand the industry market, and enhance the core competitiveness. The more scientific research ability, the stronger the technical strength and the product competitiveness, the more control the initiative in the market competition. Therefore, to improve the scientific research ability is the fundamental way to survive, develop and improve the comprehensive competitiveness of enterprises. For businesses, research projects are significant, large-scale, costly, covering a wide range, a longer study period. We need to identify, analyze and prevent the risks that may exist before the project to ensure the successful completion of research projects. Risk management is so important for research projects. Through the theoretical knowledge of project risk management, risk management research development present situation, combined with scientific research projects and the IT project risk management theory, the article to summarize the risks of knowledge information system of research projects. Based on the analysis of internal and external risks, the six major risk factors of the project are identified, and to evaluate and analyze the risk factors, and the project risk management strategy and response measures are introduced at the end. Meanwhile, this article also introduces the construction and development of China’s consulting industry and knowledge base information system, analyze the current consulting industry development situation and application status in Chinese consulting industry knowledge base system.
