Since the industrial revolution, anthropogenic greenhouse gas emissions continue to increase, accompanied by energy security and climate change have become increasingly prominent. IPCC noted that since the mid-20 th century the global average temperature rise, the greenhouse gas emissions from human activities lead to increased concentrations of greenhouse gases in the atmosphere. And city is the main source of greenhouse gas emissions. In China, rapid urbanization promoted the unprecedented economic growth, but also caused a huge amount of energy consumption and carbon dioxide emissions. As one of the important measure to deal with energy, economic transformation, diplomatic and other aspects of the environment and development pressures from climate change, in 2010 and 2012, China has launched two batches of low-carbon pilot provinces cities. These low-carbon pilot provinces and different base, natural conditions, endowments and levels of development of economic and social resources, based on the conditions of low-carbon development is also quite different, before making specific development plan, the urgent need to classify them, to determine compliance of each class pilot low-carbon development path.In order to find out the low-carbon level and explore a development path of those cities, the paper establishes an evaluation indictors system in the following four aspects: energy, economy, society and environment. The k-means cluster is applied to classify the study cities into four types, according to its classification and evaluation of clustering results, that low-carbon pilot urban development planning and evaluation of the pilot provinces and layout reference.This paper focus on the following three aspects:(1) Among the 32 cities, the number of type I(with high development & low carbon emission intensity), type II(with good momentum of development / carbon transition), type III(with moderate development &low emissions) and the development of secondary / capita low / of type IV(with low development &high carbon intensity) cities are 2, 9, 16 and 5, respectively. It indicates the current low-carbon pilot cities has taken into account the geographical location, development level and the basics such as low-carbon development, and to focus in cities in the development transition.(2) The presence of the current basis for the development of low-carbon pilot cities selected some differences, mainly in the industrial structure, level of development, natural resources, environmental quality and environmental management, carbon emission intensity per capita carbon emissions and other aspects, which is to develop in line with the local characteristics of the low-carbon development path basis. Different cities should be according to local resources and the environment and economic and social conditions develop a phased, unique, efficient, cost-effective low-carbon roadmap.(3)For typeⅠ, it is crucial to deepen the industrial structure adjustment, to ensure the development of quality of the premise, and gradually establish an advanced concept of urban low-carbon consumption and low-carbon cultural systems, to explore low carbon development path in big cities; typeⅡ is currently in the city crossing low-carbon development, focusing as soon as possible to identify the advantages to the development of low-carbon concept leveraging the establishment of a new low-carbon development model, reduce the process of rapid development of carbon lock-in costs; type Ⅲ need urgent such as a conventional development path of development, future growth in carbon emissions in great demand, the introduction of low-carbon development concept, in line with the environment and help to explore the development of the twin goals of a new road, and our country is still in a lot of small cities this stage provide reference; type Ⅳ special type of low-carbon urban pressures and opportunities, the need to ensure that economic growth continues unabated under the circumstances, the adjustment of energy structure, industrial structure, foster low-carbon industries and so on actively expanding low-carbon development.
