The Research On Evaluation Of Allocation Efficiency Of Agro-science And Technology Resources In Gansu Province

Increasing agricultural TFP is the core agricultural supply-side structural reforms,the basis of agricultural TFP growth is agro-science and technology resources,the effective allocation is the way to exert agro-science and technology resources’ functions effectively,the efficiency is the measurement of the allocation,so,we should pay attention on the allocation efficiency of agro-science and technology resources.In 2015, the contribution rate of agro-science and technology in Gansu Province get a larger increase, of 55%, but still below the national average one point. And having a bigger gap compared with Beijing and other developed areas.Increasing the contribution rate of agro-science and technology of Gansu Province, changing the backward status quo of the agriculture of Gansu Province,we should pay attention on the growth of the allocation efficiency of agro-science and technology resources. Under the current limited scale of agro-science and technology resource of Gansu, the structural imbalance phenomenon,such as extensive investment the waste of resources,has become increasingly prominent.and they have a serious impact on allocation efficiency of agricultural science and technology resources.So,this paper through studying the status quo of allocation of agro-science and technology resources,testing the allocation efficiency of agro-science and technology resources,in order to found the problems and make suggestions to improve the efficiency of agro-science and technology resources in Gansu Province.This article includes six chapters.The first chapter introduces the research background,and so on, then the current research done comb.The second chapter of the thesis introduce the important concept and theoretical basis.The third chapter conducts a comprehensive inspection of the allocation status quo of agro-science and technology resources in Gansu Provincein,such as human resources, financial resources, mechanical power, research papers, science and technology institutions.The fourth chapter analyzes the selection principle of index system of allocation efficiency of agricultural science and technology resources, then builds the index system from two angles: inputs and outputs, and finally introduces the evaluation method and models.The fifthchapter evaluate the allocation efficiency of agricultural science and technology resources,the DMU including Gansu Province and other provinces, then analyze the results.According the Chapter Three and Chapter Five,the sixth chapter makes recommendations for improving the efficiency of Allocation of agro-science and technology resources in Gansu Province.
