Study On Microfinance Pricing Of Gansu Province To Targeted Measures In Poverty Alleviation

The economic in Gansu Province where the proportion of poor people living in the country is in the forefront, has a slow development relative to coastal and inland due to geography, resources and other various factors, and poverty alleviation is imminent. Financial poverty reduction as an important way of poverty alleviation and development, is the focus of Gansu poverty reduction. In response to the precise poverty reduction requirements of central authorities, Gansu Province issued a "precise poverty microfinance support program implementation plan" in July 2015, which is committed to provide small loans to the poor households who have the ability to work with the development of production loans will, a certain quality of skills and ability to repay, driving poor people out of poverty.In microfinance support program, micro-credit is uniformly pricing in accordance with benchmark interest rate, and the government full discount. There are many problems of such a low interest rate pricing policy of subsidies nature: Firstly, microfinance interest rates is too low to compensate for the loans cost of financial institutions, so that microfinance support program will be difficult in the long run; Secondly, the poor households may treat such loans as unpaid donations because of the weak notion of credit loans, unwilling to pay the loan; Finally, the Government keeping sustained loan interest subsidies will cause great financial burden.In view of this, firstly, based on existing methods and pricing policies, this paper clarifies that the pricing policy of Gansu Province precise poverty alleviation microfinance should be "cost-oriented, taking into account customer demand" from the perspective of the bank; Secondly, analyze the factors of micro-credit interest rate pricing of Gansu to take targeted measures in poverty alleviation from bank’s point.
