Research On The Actuality And Strategy Of Exact Measures For Targeted Measures Of Poverty Alleviation

As a common social phenomenon,poverty has become a major issue that has plagued the development of countries around the world.Anti-poverty has always been a problem that countries have long sought to solve.However,with the changes in the poverty situation in the new situation and the new requirements for poverty alleviation methods,our country has put forward a working mechanism of Targeted measures in poverty alleviation.As one of the typical farming-pastoral areas,Zhalaiter district is also a key poverty-stricken county in C.hina.It belongs to the typical areas of "former revolutionary base areas,areas inhabited by minority,romote and border areas and poverty-stricken areas".The precise poverty alleviation work in Zhalaiter area has been carried out for four years and a series of achievements have been made,but there are also many problems.This paper reviews and studies the concrete practice process of Targeted measures in poverty alleviation in this area,summarizes the experience and lessons,and explores the optimization Precise path of poverty alleviation policy.In order to improve the precise poverty alleviation policy to promote China's anti-poverty work,this paper put forward reasonable suggestions.In this paper,the precise poverty alleviation work in Zhalaiter,Xing'an League,Inner Mongolia was taken as the research object.By using the methods of literature research,dialectical analysis and field survey,the paper summarized the precise poverty alleviation policies in Zhalaiter area,adopted the measures and achieved results.The typical poverty-stricken village of S tun is selected as a sample,the multi-dimensional poverty index is used to analyze the poverty situation in this area,the positive analysis of the precise poverty-alleviation work in this area is carried out,and the existing problems and their causes are analyzed.Zhalaiter precision poverty alleviation mainly take the infrastructure to alleviate poverty,strengthen the bottom line for the poor,improve the medical security system,industrial poverty alleviation and intellectual poverty alleviation measures,making the poor population in the region per capita disposable income rising,the credibility of the government rising.However,there are still a series of problems existing in the precise poverty alleviation work in Zhalaiter:the recognition of poor people is not accurate,difficulty in getting out of poverty,single sources of funds for poverty alleviation,inefficient utilization,single-minded industries for poverty alleviation,the poor out of poverty inaccuration.There are many reasons for the problems:information asymmetry between farmers and government agencies,the difficulty of measuring multi-dimensional poverty,the difficulty of identifying the poor,the backwardness of the villagers'ideology,the low participation of social forces in poverty alleviation,a large number of rural labor migration and the industrialization Poverty alleviation lacks the capacity for follow-up development.Finally,according to the research of this article,we put forward the suggestion of further optimizing the precise poverty alleviation work:establishing the multi-dimensional poverty identification method,measuring the poverty with the dynamic concept;playing the leading role of the new type of management entity and invoking the rural land contractual management right;The ability and enthusiasm of farmers to lift themselves out of poverty;and strengthen the construction of various types of social security systems and public infrastructure.
