With the development of society, China has increasingly higher requirements of the harmonious and unified development of ecolog, society and economy. The land use planning has become an important subject in the field of development research in China. In terms of the current social situation, the realization of social and economic development largely depends on the improvement of the land use efficiency. This paper, with Jilin City as the research object, focused on land resources, land use planning and other aspects, and carried out the research on the regional development of Jilin City from the perspective of ecology. This not only enriches the theoretical research of the land use planning in Jilin City, but also plays an important guiding role in the economic development of Jilin City.This paper has a comprehensive understanding of the locational conditions, natural conditions, social economy and land use status of the research object. Through consulting information and reading documents, relevant data of Jilin City was collected, which was then operated with the help of GIS space operation function in order to get the partition results. The research contents are as follows:(1) The relevant data was extracted from the Statistical Yearbook of Jilin City to respectively analyze the variation trend of the green area for the population, the green area for the gardens, water resources per capita, population density, the Engel’s coefficient, GDP per capita, and the tertiary industry’s proportion in Jilin City. This article also determined the ecological evaluation index system of Jilin City through the analysis. The evaluation system is divided into five ecological indexes, three social indexes, and three economic indexes. The natural indexes include green area per capita, forest coverage, arable land ratio, the green area for the gardens and water resources per capita. The social indexes include the length of urban public transport routes, population density and the Engel coefficient. The economic indexes contain GDP per capita, the proportion of the tertiary industry and fixed asset investment.(2) Evaluation System indicators are analyzed, and the values are normalized; judgment matrix and calculating the weight of each index are established; land use efficiency index are calculated in Jilin City of 2010-2014.(3) Scores according to the quality of each regional factor level is given; finally, four ecological functional areas of Jilin City is marked off, including priority development zone(8), key development zone(6), limited development zone(17), and natural preservation area(35).(4) Based on the partition of the ecological function area, it determined the boundary of ecological controlled partition, according to which the controlled partition of Jilin City is divided into four first-class areas and thirteen second-class areas. The first-class areas refer to the collective construction area of cities and towns in western plain, the ecological development area in northern plain, the resource development area in eastern plain and the optimization construction area in southern hilly region. The second-class areas include southwest economic engine area, eastern section of west mineral development area, southern section of west farming area, west scenic area; central section of north towns and cities development area, north basic farming agriculture area, southern section of north tourism development area; northern and southern sections of east mineral resources development area, central section of east agricultural farming area, western section of east tourist area; northern and southern sections of north specialty industry development area, central section of north farming area, northern section of south scenic area.
