Research On Land Use Planning Based On The Anti-planning Theory Of Liuzhou City

Rapid urbanization and industrialization intensified contradictions between social economy development and natural ecosystem, construction 1and and farmland protection. In order to relieve the Contradictions and strengthen regulation of land use planning, the paper a new theory-"Anti-planning", which targets as natural ecological environment protection, emphasizing the priority of controlling the no-constructing area to control urban expansion and optimize the spatial layout of land use. This new theory is accord with the development trends of land use planning.By reading a large number of documents, the paper has lead the "Anti-planning" theory to the land use planning to established the land use planning system on the "Anti-planning" theory of Liuzhou City. The demonstration research has taken Liuzhou country as an example. in the period 2009-2020. Firstly, it has studied the land use development process and its related ecological processes which is based on the present state's features of society, nature, economy, the land use and so on. Then it has been appraised the key ecological processes of land use to established ecological infrastructure of Liuzhou city. Secondly, the author picked the middle level of ecological infrastructure as restriction to draw the land basic control line, and to set up the key sites such as basic farmland, construction land. On this basis, it zoned the land use for ecological function. Finally, this paper has conducted feasibility and evaluated expected benefits of the Anti-planning" program.The demonstration research state that:by 2020, the total area of basic farmland, new added construction land, the amount of the urban and rural land, the increment and reduction of the cultivated field make a good accordance with the indictors of the superior plan. Compared with the basic period year situation, the land use structure has got further optimized, the quantity of the cultivated land keeps sable and its quality is upgrading. Especially with the effect on the remediation of the rural settlements is obvious, unused land has been exploited reasonably. we can see this program not only satisfied social and economic development's demand for land in Liuzhou City, but also can play comprehensive benefits of society, economic and ecology of the land, making the land use planning in Liuzhou truly become a effective way to address the conflict of social development, resource utilization and ecological protection. This article has included agricultural land to the ecological land range, then breaked the traditional planning thought to design the non-construction land primary, have some innovative and practical significance.By this study, we can see that:On the one hand, the "Anti-planning" theory can promote playing the comprehensive benefits of the land; On the other hand, the land use system on the "Anti-planning" theory must be more scientific and rational, it takes Liuzhou country as an example to draw up the new land use planning of other regions.
