Analysis On The Development And Influencing Factors Of Agricultural Mechanization In Jilin Province

Agricultural production is the foundation to support the development of the national economy,and the No.1 central document in 2015 determines the major theme of accelerating the construction of agricultural modernization in China. As the most important logical point of agricultural modernization, agricultural mechanization has become the fundamental factor that affects the agricultural production in China. From 2004 to 2015, the No.1 central documents that regard solving "three rural issues" as the theme have been released, and more rich content s and connotations have been endowed to agricultural mechanization, which continuously strengthen theposition and function of agricultural mechanization in the process of promoting the "three rural" work smoothly.In the aspect of agricultural production, especially grain production, Jilin province is in a very important position in the country. Over the years, the grain production steady growth in Jilin province, which has made significant contribution to the protection of national construction and food security. The level of agricultural mechanization and agricultural comprehensive productivity levels are in the forefront of the country, but compared with the developed countries and the developed provinces, the overall level is still at the intermediate level of agricultural mechanization. Therefore, to strengthen the driving force of the development of agricultural mechanization in Jilin province and the advance degree of agricultural mechanization has become a major topic of current research about the realization way of agricultural modernization in Jilin province. In order to accelerate the development of agricultural mechanization in Jilin Province, it has a very important significance that to explore the various factors restricting the development of agricultural mechanization and to put forward relevant policy suggestions in accordance with the situation of Jilin province.This paper summarizes the development of agricultural mechanization in Jilin province from several aspects of the structure of agricultural equipment, modernization level of agricultural machinery operation, government funds investment, quality of agricultural employees, related laws and regulations of agricultural mechanization combines with historical documents and data. An in-depth study has been made about the demand of agricultural machinery and equipment in the process of agricultural production, which has summarized that there are some questions in the process of agricultural mechanization development in Jilin province, such as irrational structure of agricultural machinery and equipment, imbalance of regional development of agricultural mechanization, low degree of agricultural imperfect service function of agricultural socialization service organization, inadequate financial investment funds of agricultural machinery, low quality of agricultural machinery staff and other issues rationality, agricultural machinery and equipment structure of regional agricultural mechanization development imbalance, low degree of organization of agricultural machinery and farm machinery socialization service organization service function is not sound, insufficient financial investment of agricultural machinery, low quality of agricultural machinery staff and so on. On this basis, using modern economics theory and the gray relational analysis method to analysis the influence factors of agricultural mechanization in Jilin province, and have summarized the main factors are the agricultural output value per capita, the original value of the agricultural per hectare, financial input from the government, net income of farmers per capita, total power of agricultural machinery per capita, GDP per capita, arable land per capita, small tractors per hectare, development of non-agricultural industry, etc.Draw lessons from experiences in the development of agricultural mechanization from foreign developed countries and domestic development area and put forward policy recommendations in combination with the actual situation of the agricultural mechanization development in Jilin province from aspects of the coordinated development of regional agricultural mechanization, improving the structure of agricultural machinery equipment, increasing financial input and subsidies, improve the quality of agricultural personnel, improving agricultural mechanization legal system.
