With the State Council issuing "long-term planning of the logistics industry” and relevant ministries implementing a series of policy supporting the development of logistics, the logistics industry development has ushered in a golden age. The third party logistics, a new field of logistics development, known for the rise of Ebusiness, has become a new economic growth point. But the in our country, the basis for third party logistics is weak as most TPL enterprises are small, the operation is not standardized, and the service is poor. Thus, it needs a long-term process to improve the service quality of the third party logistics. To better play the advantages and to improve the efficiency, enterprises which choose TPL service must strengthen cooperation with TPL and establish appropriate evaluation system to measures the level of logistics service objectively and manage them better.Based on industry prospects and the current situation of the domestic third party logistics, this paper takes H company as a case study and help it reconstructs service quality evaluation system. This paper establishes the initial evaluation index by summarizing the relevant theories of the TPL evaluation at home and abroad, combining with the characteristic of H company and present situation of the third party logistics management. Then through the expert evaluation method and mathematical statistics method, we design and improve the evaluation index system to better suit H company’s industry characteristics and business characteristics. After establishing the evaluation system, this article uses the analytic hierarchy process for the weight of index, and the fuzzy comprehensive evaluation method for the reasonable results of third party logistics service quality level. In the last part, this paper further analyzes the defects of the third party logistics service quality of the enterprise according to the evaluation results and gives the corresponding suggestions to guide the enterprise to improve the service quality.
