Development zone as a window of external development and economic growth pole in our country, to promote China’s economic health continued stability High-speed development has a pivotal rol, has become a key area of our work over the years at all levels of government. After 20 years of development, one after another in jiangxi province has created various types of development zones. However, as a core area of urban economic development and land resource consumption, the development zone exists at all levels in the years of the land use planning lag, free to change the nature of the land, the zero threshold of investment, lack of supervision, inefficient large number of idle land, exaggerated scale enterprises deliberately hoard enclosure, even in private black market of industrial land and other issues. These issues need to be resolved has reached a critical point, otherwise we would be no economic development in the transformation and upgrading, GDP growth rate is still on the scale model of extensive growth model of development. How to promote development of land by the way outward expansion to tap the potential transformation of content, establish its own characteristics suitable for jiangxi intensive land use patterns, and plays a decisive role. in promoting "green development, leapfrog development"Based on the analysis of the four national high-tech development zone in jiangxi province present situation of land use and land supply condition, from the extent of land use, the structural condition of the land, land use intensity, input and output efficiency of industrial land, land use regulatory performance, environmental quality status 6 aspect of the selected 17 indicators as evaluation factors, the evaluation index system of the land intensive use has been established, and combining improved entropy method to determine the weight of the indicators of with expert consultation to determine the indicators weight and combining multi-factor comprehensive evaluation model with Logistic evaluation model method and TOPSIS model and the coordination degree evaluation model to analyze and evaluate four national land intensive use of jiangxi high-tech development zones, and compare with the results of the evaluation of jiangsu province, Nanjing(the capital city) and Zhenjiang( prefecture-level city) national high-tech development zones,finally, the results of three evaluation models make comparisons The results showed that the level of land use, Nanchang and Xinyu high-tech development zones belonging to the intensive use of the stage, intensive use of land value is 61.05,58.15; land use level of Yingtan and Jingdezhen high-tech development zones also belong to the extensive use of the stage, intensive use of land value only is 38.88, 31.95. The results show that, there is a large gap between four national high-tech development zone in jiangxi province with the Nanjing high-tech development zone and Nanjing high-tech development zone, Nanjing(the capital city) high-tech development zone land use intensity score higher than Nanchang(capital city) high-tech development zone 11.48 points,the land use level in Nanjing high-tech development zone has been part of highly intensive stage; Zhenjiang(prefecture-level cities) higher than the lowest Yingtan(prefecture-level cities) high-tech development zone 30.67 points and higher than Nanchang high-tech development zone 1.57 points. Comparative analysis of evaluation results of different models showed that multi-factor comprehensive evaluation model is more scientific and reasonable in evaluation of land intensive degree of high-tech development zoneBased on the above analysis of comparative evaluation, according to the Ministry of Land and Resources issued the "Land intensive use evaluation procedures(2014 Trial)" write calculate the potentiality of intensive land use of High-tech development zone in Jiangxi province, the result show :the potential scale of Nanchang high-tech development zone is 625.23hm2, the potential scale of Xinyu high-tech development zone is 1085.92hm2, the potential scale of Jingdezhen high-tech development zone is 1513.53hm2 and the potential scale of Yingtan high-tech development zones is 1875.55hm2. Finally, according to the research on intensive evaluation and potential high-tech land use, write propose that industrial estate, eco-industrial park and zero land investment is suitable for the intensive land use mode of Jiangxi province high-tech development zone.
