The regional division of land use function is an important part of overall land use planning, which is the effective approach to improve development of geographical space and disposal of resource. Resource-environment carrying capacity is the basis for determining the intensity of the development of resource and environment, and the spatial distribution of population, industry and urban, etc. The Report of 18 th Party Congress pointed, we should improve development the geographical space, optimize layout of the production space, living space and ecological space, and make great efforts to promote the ecological progress, guiding by the principle of maintaining balance between population, resources and the environment and promoting economic, social and ecological benefits. The improving project of the new comprehensive land use planning(2014) also stressed, that we should develop evaluation of resource-environment carrying capacity, define the adaptability and limitation of regional land using, delineate the basic farmland red line,ecological red line and urban development boundary. Nevertheless, the springboard of the current development planning or land planning, was to choose GDP growth or other economic development indicators as the basis to its objectives, which contradicted to the scientific development view and ecological civilization construction. Especially in hilly areas, with fragile ecological environment, frequent natural disasters and tension man-land relationship, it was particularly urgent to cognition scientifically the carrying capacity, and optimize the land resource utilization pattern.Following the basic research thought of "phenomenon description, theoretical analysis, method discussion, empirical analysis and policy suggestion", the main problems and objectives of the paper was put forward, from the the currents and performances of resources, environment and land use; Then constructed the theoretical framework and method system of research on resource-environment carrying capacity and regional division of land use function in hilly areas; Finally, the paper taked Yubei District Chongqing as an example on the empirical research. The main contents and conclusions are as follows:I. By analyzing and summarizing the domestic and foreign study achievements on hilly areas, resource-environment carrying capacity and regional division of land use function, the theoretical space which need to expand and deepen can be summarized, which mainly included 3 aspects. First, a systematic comprehensive evaluation based on the mechanism of bearing capacity was less and lack; The two was short of evaluation of resource-environment carrying capacity in hilly areas, and there is a certain degree of reality from the hilly region; The last was the insufficiency of the combination research between the carrying capacity and land planning, has not yet formed a systematic and perfect theoretical system and operational norms.II. Based on analyzing the relationship, process and mechanism of the interaction between the resource-environment system,economic-social system and land use system, the parper expanded and enriched furtherly the connotation and extension of the concept of resource-environment carrying capacity, and divided the carrying capacity into the restraint system and support system.III. Extracted the general characteristics of resource environment and land use pattern in hilly areas. Hilly area was the carrier and material basis to the human civilization, which provided the necessary space, material and energy for the development of society, economy and ecology. Compared with the plain area, hilly area has more unique natural geographical environment and historical-cultural background, including the complexity of the natural environment and the vulnerability of the ecological environment, the strain relationship of Man-Land and the level of carrying capacity was limited, and spatial differentiation characteristic was remarkable.IV. Divided the carrying capacity into the restraint system and support system, then evaluation construction condition suitability and restriction by carrying capacity of constraint system, and calculating the population capacity by carrying capacity of the support system in the same way. First of all, this article divided the space into the suitable construction area, the restricted construction area and the forbidden construction area, through the evaluation of the restraint system carrying capacity. Secondly, based on the evaluation of the support system carrying capacity, selecting the land resources as the leading factor, the paper measured the population capacity taking the town area as evaluation unit.V. Based on the analysis of the logical relationship between the resourceenvironment carrying capacity and land use function, the method of land use function zoning based on the evaluation theory of carrying capacity was discussed. According to the evaluation of resource-environment carrying capacity, the principle of natural and social conditions, the principle of relative consistency and the principle of space control, the leading principle, combined with the "anti planning" and other planning techniques, the paper divided the District into ecological protection red line area, ecological corridor area, urban functional development zone, urban and rural harmonious development zone.VI. Empirical research taking a typical hilly area,Yubei District as an example. Based on the analysis of the current situation of resources, environment and land use, this paper maked an empirical analysis on the resource-environment carrying capacity and land use function zoning in Yubei District by using the theoretical framework and method system. And last the parper put forward the different control strategies and suggestions to optimize the allocation of resources and environment and the pattern of land development and utilization.
