Under the background of rapid urbanization, resources and environment become tighter in urban area but be wasted and idled in rural area, how to realize the coordination of resources, environment and social is the primary problem. Construction land is not only the important carrier of social and economic activities but also the key part of land use planning, the rationality of the layout is the key to solve the above problem. As the bridge between resources and environment and social and economic, regional carrying capacity of resources and environment reflects the biggest capacity of resources and environment under a certain time and space. Since 2004, the regional carrying capacity of resources and environment was introduced into the ministry of land and resources as an important guiding ideology and become the basic work of planning. Therefore realize the structure Optimization of Construction land based on regional carrying capacity of resources and environment not only a national strategy, but also an important way to realize sustainable development.On the basis of studies on regional carrying capacity of resources and environment and structure Optimization of Construction made by other professors, this paper taking Luzhou District for example. Firstly, confirm the basic methods of regional carrying capacity of resources and environment and structure Optimization of Construction. Secondly, calculate the regional carrying capacity of resources of Luzhou use fuzzy comprehensive evaluation method. Third, according the characteristics of Construction land of Luzhou, uses the temporal and spatial coupling mode simulate different layout scheme under different pattern. At last, uses the method of qualitative and analysis space selection judge different layout schemes, get the best layout scheme of Luzhou.The main conclusions of this paper are as follows:(1) The space difference of regional carrying capacity of resources and environment of Luzhou is big and north is higher than south, meanwhile the area of high capacity is more concentrated in north than in the south.(2) The expansion of construction land in Luzhou is based on the existing urban system and the expansion speed in the north is more rapidly than the south. At the same time, according to the results of Logistic regression the urban system(center town, important town, genera town), new city and national highway has an promoting influence for construction land structure, but the urban center, railway, highway has negative influence.(3) Based on the basic Characteristics of the construction land structure, we simulate three patterns of construction land structure which is Continuation model, town oriented model and traffic guidance model. Under every model we control the expansion number, get three kinds of schemes which is control expansion, moderate expansion and fully expansion, received nine construction land layout scheme.(4) Through qualitative analysis and the space choice method, based on the result of regional carrying capacity of resources and environment, we judgement the nine construction land structure and the result show that the control expansion under town oriented model is the best choice of Luzhou.
