Analysis On The Supportive Policy For Characteristic Agriculture Of Shanting District In Shandong Zaozhuang

Agriculture is the base of the national economy, characteristic agriculture is a kind of the modern agriculture, while the general trend of the development about the modern agriculture is to develop the characteristic agriculture and make it specialized. It has been found that the characteristic agriculture can improve the adjustment of the agriculture structure efficiently, provide the impetus for the development of the regional economy; promote the output efficiency of the agriculture; shrink the disparity about the social members in income distribution and the public service, what’s more, it will help to solve problems of the social employment, so the sustainable development will be realized. Whereas, as it develops further, it is seen that its deep contradiction can’t be settled by market, therefore the local government should perform their functions. It has practical value to study the influence on which the policy of the agricultural industrialization has made.Shanting district is a hilly area which lies in the southern part of Shandong. As it took part in the project of the comprehensive development of the national agriculture in 2000, Shanting grasps the opportunity tightly, adjusts the measures to the local conditions, changes the way of agriculture development positively. So it achieved a lot in the development of the characteristic agriculture. However, its development is still at low level. How to improve its development and how to solve the problems in the development of the leading enterprises, how to serve the peasants and the leading enterprises, perfect the existing policy, make more supportive policy,all of these problems should be solved and this is what this paper is going to do.This paper will study the supportive policy about the characteristic agriculture in Shanting district. It starts from the concept of characteristic agriculture, public-policy theory and so on. The empirical and normative analysis, quantitative and qualitative analysis will be used in this paper. After consulting the literature and the data from the internet, making the investigation towards the peasants and leading enterprises, lots of materials are gained. There will be a systematic analysis on the present policy and the effect of the policy. So the disadvantages of the policy will be find and more constructive suggestions will be put forward in this paper.
