Support Policy Goal And Path Selection Of Agricultural Leading Enterprises

The integration of Urban and Rural is the objective requirement of China economic and social development. Promoting between the workers and peasants, the balanced and coordinated development between rural and urban areas, and forming a new type of Urban and Rural relationship of workers and peasants, is the central task of the integration of Urban and Rural. Agricultural Leading Enterprises is an important carrier of the integration of Urban and Rural.In this paper, supporting the policy goal and path of agricultural leading enterprises as the research object, in reviewing and combing the domestic and foreign related research results, on the basis of the analysis to support the macroscopic background of the change of agricultural leading enterprises, puts forward supporting the policy aim of agricultural leading enterprises and path of the theory and practice problem, and then from the perspective of theory combined with empirical and argument to support the policy goal and path of agricultural leading enterprises, and puts forward relevant policy suggestions.This article is divided into five parts. The first part is introduction, mainly elaborated the paper selected topic background and significance. The second part expounds the support the macro background of the change of agricultural leading enterprises and the theory origin, and the main aim of the integration of urban and rural. The third part is the theory analysis, focusing on the theoretically in this paper, the support agriculture leading enterprises policy goal and path selection. The fourth part is the empirical analysis, in Jiangxi province as an example, through the collection of agricultural leading enterprises sample data, econometric model established, supporting the policy aim of agricultural leading enterprises and path for empirical analysis. The fifth part is conclusion and suggestions. The main points of the thesis are as follows:(1) along with our country "three agriculture", the changes and the evolution of the work center of gravity of the situation, supporting the policy goal and the path of agricultural leading enterprises also need to meet the requirement of "seek improvement in stability", from meet the needs of the "two fundamental shift agriculture" to meet the needs of the "integration of urban and rural ".(2) the process of "integration of Urban and Rural" from the first industry employment structure and the deviation of output structure, industrial structure deviation,coefficient of the intensity of dual structure, the income gap between urban and rural residents, the proportion of fiscal expenditure for supporting agriculture and farmers organization degree were observed. Associated with this, supporting agricultural leading enterprises policy goals can be characterized by the following several aspects: agriculture leading enterprise of the main business should be increased; The main business growth ofagricultural leading enterprises in the overall growth of the enterprise should be in the core position and have a rising trend year by year, or at least not less than the whole enterprise main business growth; The specialization and characterization of agricultural production development, expanding the pattern of "one product each village, one industry each town"; Agriculture leading enterprise to drive the number of farmers and absorb the stable growth of the number of migrant workers employment; In the agricultural leading enterprises and farmers benefit, "leading enterprises + farmers cooperative + peasant household" mode is continuously expanding.(3) in the empirical study, reflecting the supporting agriculture leading enterprise policy objectives can use specific observation indexes of agriculture leading enterprise main business growth, agricultural leading enterprises of the main business of proportion,agriculture leading enterprise promoting " one product each village, one industry each town " development, agriculture leading enterprise contract orders directly to drive the number of farmers, agricultural leading enterprises to absorb the number of migrant workers employment, agricultural leading enterprises through cooperative connection to drive on the number of farmers, agricultural leading enterprises connect indices such as the number of cooperatives.(4) the empirical analysis shows that the target realization degree of agricultural leading enterprises supporting policies have four main factor, respectively is "enterprise's market performance factor", covering enterprise main business sales, annual sales, has its own features product sales, and drive the farmers in the form of contract order number of peasant household of four observation indexes; "Enterprise organization performance factor", covering enterprises registered number of the farmers and connection cooperatives two observation indexes such as; "The core of enterprise growth factor", covering the sales proportion of total sales, the main business of company main business growth rate of two observation indexes such as; "Enterprise contribution factor of employment", refers to the number of enterprises to absorb migrant workers employment.(5) the empirical analysis show that the selected according to the relevant documents in Jiangxi province in ten aspects of support policy path, leading enterprises to achieve the goal of supporting policies for agriculture to produce positive influence is the focus of the government support, financial support, has its own brand construction and government support and so on four aspects of base. Accordingly, set up risk fund or profit return, the government or the department of agriculture industry support, awarding financial support and reserve the right to use construction land planning support, support for building their own logistics system and preferential support and so on six aspects of technological innovation of agricultural leading enterprises to achieve the goal of supporting policies to produce negative effects.(6) according to the results of theoretical analysis and empirical analysis, put forwardthe following countermeasures: first, in the process of promoting the integration of urban and rural development, supporting the policy aim of agricultural leading enterprises need to consider the market performance of enterprises, enterprise organization performance, the core of the enterprise growth and the contribution to employment and so on four aspects of the enterprise. Second, within a period of time, need to support the policy aim of agricultural leading enterprises and its path dynamically. Currently, supporting the macro background of agricultural leading enterprises has changed, and further enhance the theory basis of support leading enterprises, it is necessary to assess the support of all kinds of existing policies and measures of the actual match. Third, looked at in more conservative,supporting qualified enterprises in lower-yield fields, high standards of basic farmland,land management, food production base, standardized scale cultivation base and so on project construction, is an important policies and measures, with a basic, long-term should continue to increase the intensity of support, choose standard support project, and make plans to continue do it.
