How to solve the deep-seated contradictions and problems which hinder enterprises’ developing, is the important challenge of the reforming of China State-Owned Enterprises(SOE). Too much excess staffs in the enterprise is one the feeble of reforming, which serious impact the coordination and concise organization of the state-owned enterprises. Gansu Construction Investment Co.,Ltd.(GSCI)as the leading construction company in Gansu Province, there are 7562 staffs(1/3 of the total number) are not in their positions, this situation has become the heavy burden on company. What are the ways of advancing the Withdrawal Mechanism of excess staffs in the new round of SOE deepen reform, solving the numerous excess staffs can not be distributed in operational level, and reducing the burden of new excess staffs base on the old excess staffs in our enterprise? Studying and formulating an operable program of GSCI to distribute and settle down the excess staffs is imperative.Establishing and improving the Personnel Withdrawal, clearing the staff-exit process, taking the step-by-step measure, and minimizing the cost of human resources, are the urgent tasks in the history problems of GSCI, and they are the important ways of promoting the levels of the standard, the systematism, and the scientific of management of human resources in GSCI.First of all, this paper will start on the relational theories of Personnel Withdrawal, to analysis the situation of numerous unworking staffs, and to find the reason; secondary, this paper will aim the new SOC reforming circumstance, to reconstruct the programs of staffs distrusting and settling, and to optimize the system of Personnel Withdrawal; the third one is that this paper will consider the political circumstances of SOC, to build safeguards of the Personnel Withdrawal.This paper hope that the studies of SOC Personnel Withdrawal and the excess-staffs-exit programs, can help the SOC to advance the reforming and to build a good Employee Incentives&Punishes Mechanism in the practice.
