Investigation On The Current Situation Of Land Expropriation And Compensation And Resettlement In One Four Five Groups

In recent years, with the urbanization process in China, expanding cities, increasing demand for land,urban land use and economic development of the surrounding rural land into land expropriation required range. A large number of collective land expropriation, farmers lost their land, the resulting social conflicts began to intensify. Currently, the land requisition compensation and resettlement disputes due to disputes arising in growing, phenomenon in more petitions have appeared, required to achieve proper resettlement of landless peasants, land requisition compensation standards to improve the increasingly strong demand.How to properly resettled farmers, protect their life issues, it has become the focus of widespread concern in today’s society.In this paper, the Xinjiang Production and Construction Corps, one hundred forty-five group, for example,through questionnaires and field interviews to understand the basic situation of farms land and landless peasants interest demands. The article is divided into four stages under the guidance of the theoretical framework.The first stage is the preparation phase. Including research presented herein, to carry out resettlement of landless peasants relevant theoretical study, establish lines of research and research ideas. By learning systems research achievements at home and abroad, looking blank their research, establish research contents and select the appropriate research methods to expand this research. By the definition of related concepts, from urbanization, land acquisition, land rent, social security, and other aspects of sustainable livelihoods established research framework. The second stage is the empirical exploratory stage. According to a group of four or five status quo of urbanization development, land use status and status of compensation and resettlement of landless peasants Design "land acquisition compensation and resettlement Satisfaction" survey forms and interview outline. Questionnaire from the basic situation of landless peasants and characteristics, cognitive compensation and resettlement, compensation and resettlement satisfaction rating, willingness to four parts livelihood and development after the commencement of compensation and resettlement. Interview outline(a group of four or five leaders,peasants), 6 and 9 were designed according to different interviewees question. The third stage is the analysis phase. According to the 280 questionnaires distributed, 261 valid questionnaires were recovered,as well as interviews of one hundred forty-five group compensation and resettlement of landless peasants were analyzed. Analysis showed that a group of four or five, there are some common problems in the compensation and resettlement process, such as a single land compensation, compensation standard is low,the Government is serious absence, helping the work place and the protection of low-level problems. The reasons for this phenomenon are many, from the farmer’s own point of view, the shackles of traditional thinking of the farmers themselves is the main factor itself; from the government’s perspective, the government does not build up an effective communication platform for the land Both sides stakeholder consultation; from a social point of view, the lack of an effective social protection mechanisms, in particular a serious lack of social protection mechanisms against landless peasants; from the institutional perspective, one corps shackles current management system, due to the special corps background management system, part of the management authority is missing, making it the peasant resettlement somewhat weak, the second is bound current land system, since the land permissions vague, so that there is a lot of speculation in land acquisition, land acquisition and chaos. The fourth stage is the summary stage.This phase proposes a four or five policy recommendations to further improve the resettlement and compensation measures, as well as on future research are discussed. For land acquisition process problems contradictions and shortcomings, the paper pointed out that farmers are land of stakeholders in the land acquisition process should enjoy the right to speak, to know and to supervise land acquisition processshould abide by the people-oriented principle, compensation standard to follow market principles, the Government’s main operating principle of equity, improve agricultural land expropriation laws and policies defined classification of agricultural land tax, regulate agricultural land expropriation procedures, establish a fair and effective compensation mechanism. At the same time, due to their own cultural level of landless peasants, the government in the resettlement of landless peasants should play a leading role in strengthening support services, and promote the re-employment of landless peasants, landless peasants to strengthen social care, more critical is landless peasants to provide long-term livelihood security, establish a sound social security system. Finally, according to a four or five groups of landless peasants interest demands, innovative compensation and resettlement mode, people-oriented principle of individualized give compensation. Landless peasants give enough emotional and physical care, so that the fruits of development of urbanization can benefit every landless peasants.
