Research On The Matching Relation Between Human Capital And Economic Restructuring In Shanxi Province

Under the background of the new normal, the 13 th Five-Year plan emphasizes the innovation driven is the focal point of economic development, and emphasizes the accumulation of human capital innovation is the focus of economic development. Because in the era of knowledge economy, to achieve economic growth and structural adjustment, driven by factors to efficiency, innovation, and to have the basic conditions is the technological progress and total factor productivity, while technological progress is the product of human capital accumulation to a certain level. Therefore, human capital is a key support element of economic structure adjustment. As the coal resources in Shanxi Province, in the face of severe complex economic development situation,to get out of the development of the coal "a dominant", implement innovation-driven development strategy to stimulate economic structural adjustment is the key. Therefore, studying how to regard the human capital as a growth engine, give full play to the advantage of human capital, promote the adjustment of economic structure and take Shanxi economy to the track of sustainable development has important practical meaning.In this paper, first of all, the theoretical relationship between human capital and economic structure adjustment in Shanxi province are analyzed in detail. From human capital scale, structure and level of human capital and human capital effect, this paper explores the influence of human capital on economic structure adjustment. Then, based on the current situation of economic restructuring in Shanxi province and the situation of human capital combined with the adjustment of economic structure, this paper puts forward their demand for human capital, include the optimization and upgrading of industrial structure, demand structure improvement, the urbanization process and regional harmonious development. According to the interaction between them, sets up the theoretical relationship model between human capital and economic structure adjustment in Shanxi Province.Based on the theoretical relationship model and the related research results, this paper establishes an index system of human capital from four dimensions, the scale of human capital, human capital structure, human capital level and human capital effect. On the basis of the 18 th CPC National Congress focus on economic restructuring, this paper builds the index system of economic structure adjustment in Shanxi province, which includes industrial structure, demand structure, urbanization and regional harmonious development. And on the basis of this, the matching model of the human capital and economic structure adjustment is constructed.According to the building of the matching model of human capital and economic restructuring, this paper makes the empirical analysis on the matching and gets research conclusion: The order degree of the human capital subsystem of Shanxi province shows an upward trend, but the overall level is still relatively low. The order degree of the economic structure adjustment subsystem of Shanxi province is roughly wavy, and the upward trend is obvious; the matching of human capital and economic restructuring in Shanxi province is in a state of low volatility, but has a rising trend. The matching of human capital scale and the economic restructuring, human capital structure and the economic restructuring, human capital level and the economic restructuring, human capital effect and the economic restructuring are not ideal, but except the matching trend of human capital scale, human capital structure and economic restructuring, the other with the matching level of the economic structure adjustment have a rising trend. Finally, this paper puts forward suggestions of how to make human capital scientific agglomeration in Shanxi province, and promote the adjustment of economic structure, in order to achieve the well matched development of human capital and economic restructuring.
