The upgrading of industrial structure is a dynamic process, and its essence is productfactors reallocation. As an important factor of production, human capital is its foundationand decides the speed, direction, and effect. However, that the number of human capitalincrease is not bound to promote industrial structure upgrading. Only human capital adaptto industrial structure upgrading in the number and structure, the industrial structure can beupgrade. From this perspective, the adaptation of human capital in China’s industrialstructure upgrading, will have important theoretical and practical significance.Based on the industrial structure theory and human capital theory, first, we analyzethe status of industrial structure upgrading and human capital, and investigate the phasecharacteristics of both. Second, we investigate the impact mechanism between the humancapital and industrial structure upgrading. On this basis, we use our data to do an empiricaltest of that, and discuss the focus and direction of China’s industrial structure upgrade.Third, we analyze the relationship between human capital and the comparative advantageof industry. On this basis, we point out the path and method of industrial structureupgrading. At last, we advise the corresponding policies and proposals. At last, we get theconclusion is: Firstly, raising the level of China’s human capital and optimizing its humancapital structure will play a positive role in upgrading its industrial structure. Secondly,comparing to the human capital, the upgrading of the industrial structure is not coordinated,which has a constraint to the industrial structure upgrade in China for a long time.However, with the development of the human capital, the restraining effect is weakened.Thirdly, the level of the human capital has been increasing in China, which led to thecomparative advantage of different industries changing greatly, and then being contributeto China’s industrial structure optimization and upgrading. In recent years, China’slabor-intensive industry is gradually declining, while capital or technology-intensiveindustries are gradually developing.
