As the most precious scarce resources, soil is an important foundation for existence and development of mankind.In order to solve the issues of Agriculture(The Rural Issues) and promote the new rural construction, implementing the rural collective land may be the basic but effective way. With the rapid development of social economy, the increasing number of the rural population and the gradually demand expanding of rural using land scale, the serious problems have been increasingly emerging, such as the inefficient and out-of-order utilization of rural collective land, the unreasonable industrial structure, the lacking of overall planning and the inadequate infrastructure.The planning and implementing of rural collective land,especially in rural region, are disordered and inefficient, due to lack of rural spatial layout planning and village construction planning. Under this circumstances, the question that how to use the rural collective land has drawn widespread attention by the experts and scholars at home and abroad.This study aimed to investigate the concepts and theories of implementation of rural collective land using. Taking ZhaoZhuangzi of Daxin district in Beijing as an example, this study researched the current status of rural collective land, environment and other influencing factors through analyzing the data of infrastructure distribution, traffic situation, etc.Taking the advantages and disadvantages of rural collective land into consideration, this study proposed a planning program to improve the village industrial structural layout and living condition through researching district planing and layout optimization. Meanwhile, this program can provide a way to realize the economic growth, farmer income increasing, optimizing the public service facilities layout, etc.
