Lands set aside to village collective for development means that a certain percent of land in rural areas will be set aside to the village collective for development, in order to ensuring rights and interests of those land-lost-villager, when government department requisitions the land belonged to the village collective. As economic and society develop at a high speed land resources becomes rarer and rarer, while development and utilization of land still at a low efficiency all over the country, some even left uncultivated. For the present, there are not so many studies on the above topics, but focus on the law theory mostly. With the government attaching great importance to rural economic development, theories on the intensive utilization of Lands set aside to village collective will turn to be a new direction in shortly future.The Nansha New District Development Planning has been approved by the National Development and Reform Commission in2012, which means Nansha New District is promoted to a national level officially. As a large agricultural country, how to make good use of the rural land set aside to village collective in reason becomes an unavoidable issue during local exploitation.Under the background above, borrowing some theories of intensive utilization, industrial cluster and industrial location, taking methods of material research, field investigation and staff interviews, this text raised series problems such as restricted policy, low administration efficiency, investment attracting difficulties in the process of exploit and develop the land set aside to village collective in Nansha at present, then offered some advices from the angle of governmental administration.
