During the Chinese President Xi Jinping’s visit to Central and Southeast Asian nations in 2013, he successively raised the strategic conceptions of co-building the Silk Road Economic Belt and the 21 st Century Maritime Silk Road, named ‘One Belt and One Road’, which further shortens the east-west distance and increase the communication between the west and the Eurasian continent. "Twelfth Five Year" plan in Qinghai Province for the development of bio pharmaceutical industry, clearly put forward the bio pharmaceutical industry as the key development of the province’s ten major advantages. Under this opportunity, the Chinese-Tibetan medicine industry in Qinghai Province is in the new development of the golden age, and it is bound to thrive. It is crucial to find out what is the add value of the Chinese-Tibetan medicine industry in Qinghai Province and which kind of development strategy should we choose.Review the literature, scholars researched on Tibetan medicine industry Mainly from the perspective of industrial clusters and the perspective of comparative advantage, few wanted to researched from the perspective of industrial value chain. So I want to have a try and make the development strategy according to the analysis. In this paper, the industry value chain theory is carded and discussed first, then Industrial Value Chain index framework of suppliers, manufactures and sellers is established proceeding from the status of Chinese-Tibetan medicine in Qinghai Province, which is based on the measurement of BP neural network. Meanwhile, the core value is identified, and then, it is suggested to choice the competitiveness of the development strategy of Chinese-Tibetan medicine industry in Qinghai Province and the Countermeasures and suggestions to promote.
