| With the development of society and in-depth understanding of New Management Concept,all sectors of the society become pay much more attention on Performance Management. In this circumstance, the performance evaluation work of Projects Loaned by International Financial Organizations(PLIFO) growing more and more important. As a part of government financing,loans from international financial organizations targeting public domain and the broad masses of people. These properties make the evaluation of PLIFO be seen as the public expenditure performance evaluation. There is no doubt that the performance evaluation work of PLIFO is a part of financial performance management work, and has its important status and role.Current performance evaluation model of PLIFO in China is developed from constant practice and experience summarized, and based on reference of practice by international financial organizations like World Bank and Asia Development Bank. Though the evaluation work has certain progress on the aspects of system, models and indicator sets, there are still many problems and challenges existing during actual operation need to be solved.This article, from the angle of finance, firstly summarizes the development history of PLIFO evaluation work via document research, and analyzes the advantages and disadvantages of current model. On this basis, makes a case analysis in order to find the problems during the practical operation of current model, such as lack of legal assurance, absence of independent and authoritative agency for evaluation, low technical content on evaluation methods, unscientific of indicators set, lack of new evidence and persuasion power, application of evaluation results have no practical meaning, and so on. Then, find some advice from foreign practice on project evaluation and public expenditure evaluation in China. Through usage of management theories like Control Theory and Motivation Theory, this article develops an idea of optimized evaluation model on aspects of evaluation methods, indicators, result application and quality management.For example, strengthen the legislation safeguard, training professional workers, zoom in incentive, and strengthen publicity.
