Study On Modes Of Rural Collective “Three-capital” Management In Lianhe Sub-district,Huangpu District

At present, with the acceleration of China’s rural urbanization process, rural collective economy has grown continuously and the management of the funds, assets and resources owned by rural collective economic organizations(hereinafter referred to as rural collective “three capitals”) has become an important and difficult problem in rural areas. The “Suggestions on the Thirteenth Five-Year Plan” at the Fifth Plenary Session of the 18 th CPC Central Committee called for vigorously promoting agricultural modernization, defining magnificent goals for us. However,in the context of China’s relatively weak agricultural foundation, the key to the realization of the goal of agricultural modernization lies in the management of rural collective “three capitals”.Currently, there are some prominent problems in the management of China’s rural collective“three capitals”, such as: unclear ownership of some rural collective assets and resources, poor control of rural collective “three capitals” by public sectors and imperfect rural collective financial management, which have led to the corruption that damages the lawful rights and interests of rural collective members. Facing the problems existing in the management of rural collective “three capitals” and effectively solving these problems will have important practical significance for improving party conduct and upholding integrity at the grass-roots level in rural areas,safeguarding lawful rights and interests of the rural collective and its members and increasing the rural collective economic strength.The paper, by starting with the theoretical basis and historical background of the management of rural collective “three capitals” and taking the exploration and practice of the management mode of rural collective “three capitals” in Lianhe Sub-district, Huangpu District, Guangzhou City,summarizes the main practices and actual effects of the management mode, such as: full implementation of the rural accounting principal-agent system, launching of appraisal of rural collective assets and capitals and establishment of rural collective assets management and trade platforms, analyzes the existing problems and causes of the management mode, such as:inappropriate management concepts, imperfect management methods and flaws in the management model, optimizes the former management mode of rural collective “three capitals” by combining the actual situation in Lianhe Sub-district and referring to relevant theories, explores and brings forward the new mixed management mode of “participation by multiple subjects and overall and synchronous advancement”. The paper, through making systemized and standardized study of the management mode of rural collective “three capitals” in Lianhe Sub-district, aims towiden the research insight in this field, enhance the management level of rural collective “three capitals” in Lianhe Sub-district, provide experience and reference for other similar areas and offer some useful ideas and suggestions for the application study of the management mode of rural collective “three capitals”.
