The development gap between the urban and rural construction land market becomes larger which is under the situation of dualization policy.The author used literature research method, case analysis method, qualitative and quantitative combination method, from the urban and rural construction in our country with the current situation of the development of market expansion, discuss the construction of our country with the problems existing in the current market found out the property system of our country construction land market is not clear. The construction land market is unable to unify through the impact of dualization of urban and rural construction land system. Construction land market of relevant laws and regulations are not perfect delayed the construction land development, land rent-seeking phenomenon appears indirect harm the collective of the rights and interests of farmers.This paper considers that a unified urban and rural construction land market in Changchun can’t be established without a advantaged land property right system under the premise of the state plan for land supply and the overall planning of land use. Combine the experience of domestic pilot and foreign estate market with the actual situation of Changchun city to make a reasonable compensation and tax system at the same time. Break the urban and rural dualization of land system under the support of laws and regulations to make rural and urban construction land have equal status. Establish the land appraisal agency and land transfer management organization to supervise the mode of construction land circulation. |
