The Study Of Economic Incentive Policy For BIPV For Shanxi Province

In 21 st century, environmental and energy issues have stimulated the motivation of developing renewed energy in the global. Among so many kinds of renewed energy, the obvious advantage of solar energy makes it attract people attention. However the high cost of photovoltaic technology always restricting the development of PV technology.The perfect combination between photovoltaic and architecture points at a direction for the usage of solar energy. Now some developed countries taken lead by America 、Japan and German, have made significant achievements in the field of BIPV, while in China,, the development of BIPV has just taken the start. Although the government has introduced some economy incentive policies for BIPV, we haven’t receive much success.How to update the policies, how to effectively macro-contort the economy and arouse the enthusiasm of market entity’s investing in BIPV, have became the main points of research. Shanxi province is abundant in solar energy, the whole area except Weinan and Hanzhong zone, is full of solar energy that can be fully used. However the development of BIPV in Shanxi is less satisfied, and ranking the last in north-west China. The influence of heavy haze recent years become another power to force Shanxi province to step up efforts to develop BIPV.Based on the background, the article stood on the problem of BIPV’s development in Shanxi, and did depth research according to the economic incentives of BIPV in Shanxi, and provided a theoretical foundation and made proposals for them. This paper first analyzed the current situation of BIPV development both at home and abroad,found out the gap and main problem in domestic, thus making sure the necessity of the thesis for the development of BIPV in Shanxi. Then the paper analyzed the current situation BIPV in Shanxi, and summarized the economic incentives of BIPV, found outthe problem of BIPV’s development and policies. Then the article set up an evaluation model of cost-benefit and a quantitative model of externality based on the lift cycle cost theory, cost-benefit theory and externality theory, and used the method of qualitative and quantitative analysis, theoretical and empirical analysis and did systematical research on the externality of BIPV. Finally, this paper get an important conclusion that the cost BIPV in Shanxi is too high,while the efficiency is quite lower, so the government should make economic incentives to promote the development of BIPV.And the policies should be made according to the following rules:the stimulation intensity should be able to make up for externality and should result above average rate of return. At last, the paper did a systematic analysis of economic incentive policies of BIPV both at home and abroad,and came up with an experience of economic incentives of BIPV in Shanxi. And the article also provided rationalization proposals on it from the aspects of subsidy policy, preferential tax policy and feed-in tariffs.The above study results provided theoretical foundation for the cost-effectiveness analysis and the externalities quantifying of BIPV. Which also provide an important reference value foe the economy incentive policies of BIPV in Shanxi Province.
