With the rapid growth of aged tendency of population, it leads to a series of side effects: the increase of rising old people, the occurrence of 4-2-1 and 6-2-1 family structure, the continuous burden for the ordinary people and also the decrease of labor. In daily life, “college students’ employment”,” migrant worker’s boom”,” migrant workers absence” are newly and frequently occurred words have clearly demonstrate the unbalanced distribution of labor quantity as well as the structure of resources. Facing the above challenges which are gradually restricting our economic development and also comprehensive national strength, how to settle the retiring ages in accordance with China’s population structure and the constant changes in labor market has become a serious and demanding subject.In the 21 st Century, China is integrating into the economic globalization with a “rapid development” role. As a populous developing country, China comes across "aging" issue on the way of becoming developed countries as all the others in such a process. But the biggest difference is that our "aging" issue occurred without a high per capita income, so this put China into the status of getting old before being rich. As a policy maker and macroeconomic controller, the government has the responsibility to adjust the existing labor market and population structure. Therefore, this paper analyses reasons for decreasing labor force and imbalanced labor structure based on the demographic data and the condition of labor market. The paper also combines with connotation of progressively raising the retirement policy to clarify its short-term and long-term impact on the labor market. After all these analysis, we can make a conclusion that progressively raising the retirement age is beneficial to balance the labor force. At the same time, the writer designs and refines the specific content of progressively raising the retirement age with massive questionnaires as the empirical basis.
