Cost is the key index that will affect competitiveness of company in industry. Therefore, strict management of cost is the primary way to enhance competitiveness of company.Basis on analysis of construction characteristics of project which is Cost Management of WIFI project for Bank of China in Ningbo Branch, apply the theory of project management to control strictly the project cost of this project. To study and analyze the key management methods and preventive measures of project costs within communication engineering projects. For modern telecommunication industry, cost is not only a factor affecting profit which has become influence competitiveness of company in the market and a key element of survival ability. Therefore, in the course of project construction, company should take the theory of modern cost management to effectively control the costs of project construction, in order to achieve the improvement of competitiveness of company in market.In this paper, to study the four aspects of project management:project resource planning, project cost estimation, project cost budget and cost control which combined with communication project features, to detailed analysis of using the Earned Value Method in project cost control process, which is formed the earned value method to be the based cost control system. Meanwhile, it also made recommendations to project cost management to enrich the content of the project cost management increases the effectiveness of project cost management.
