In recent years, more and more industry clusters have to migrate from developed regions to the less developed areas, as a result of the rising resource prices and environmental costs. Although the migration of industry clusters could enhance economic performances, it has brought lots of negative problems and influences, such as "Industry Hollow", "Resource Curse" and "Pollution Paradise". Therefore, it’s necessary to carry out industry cluster’s selective-green relocation instead of replicative-haphazard migration and regard different kinds of value activities as the research objects. Selective-green relocation means that we must identify which activities need to be relocated according to the eco-economic activity network of industry cluster and where they are going to be migrated. In a word, the ultimate goal is to solve the negative problems and realize the coordinated development of ecology and economic.Based on modeling of eco-economic activity network in industry cluster, NetLogo, a complex network simulation tool, was used to identify the migrating value activity in different situation which was divided by cost of resource and environment in current situation. Research shows that the type, scale and order of migrating activity has obvious difference in different situation. Under the constraint of environmental cost and resource cost, the migrating activities mainly include resource-intensive activities, labor-intensive activities and capital-intensive activities. When the resource cost is high and environmental cost is medium, the scale of migrating activities is smaller and resource-intensive activity moves out first and labor-intensive activity and capital-intensive activity migrate later. When the resource cost and environmental cost is both high, the scale of migrating activities is bigger and resource-intensive activity and capital-intensive activity move out first and labor-intensive activity migrates later. What’s more, as the environmental cost becomes higher and higher, ecological connections, economic connections, economic value and ecological pollution also show different trends.According to the connotation of selective-green relocation, this paper builds a multi-agent simulation model including activity agent and region agent, and then studies on the relocation choices and spatial distribution regularities in Jiangsu’s 13 cities for 4 kinds of value activities. It turns out that different kind of value activity has a different spatial distribution regularity. For example, technology-intensive activities present a nearby-distribution pattern. Labor-intensive activities and resource-intensive activities are similar and present a graded distribution pattern. Capital-intensive activities present a skip-distribution pattern. After the relocation of value activities under resources and pollution restrictions, the economic gap between Middle Jiangsu and South Jiangsu, North Jiangsu and South Jiangsu become narrowed in comparison to current situation, and the ecological pollution under unit economic value show a downward trend. Nanjing, Nantong, Xuzhou, Lianyungang, Shuqian, Huaian, Yancheng have obvious improvement.This paper makes great theoretical support for studying migrating industry clusters, and also provides many significant advices of selective-green relocation and policy-making for cluster administrators and regional government.
