Coal Mine Gob Area Of Zaozhuang City Of Shandong Province Study On The Compensation Problems Of Landless Peasants

Zao zhuang of shan dong province by the size of coal reserves, quality, and acquired a reputation as a "coal-mining city", coal to promote the industrial development areas in southwest played an indelible role. But as excessive and disordered mining, in recent years left in patches of coal mining subsidence, on the one hand, the local residents housing cracking, land subsidence, environmental pollution, serious affects the safety of residents’ daily life and even life. On the other hand, because of many problems exist in the subsided land expropriation compensation, such as land compensation fees and land-lost farmers re-employment problems and subsequent social security problems of the land-losing farmers. All of these problems exist that make local villagers and the contradiction in coal enterprise, and even serious political risk, to this, we should pay enough attention.This study by adopting the combination of theoretical analysis and practical survey research methods, based on the C coal mining of zaozhuang city subsidence of the most representative of seven administrative villages of on-the-spot investigation, found existing in coal mining subsidence land expropriation compensation of low compensation fees,single compensation way, the lack of government responsibility, the social security problems, and many other problems. At the same time, through the method of quantitative analysis, this study further study on the factors affecting the will of farmers in coal mining subsidence land. By analyzing the causes of these factors should be clear pertinently the government responsibility, the compensation standard, compensation mode diversification and solving strategies such as perfecting the social security system.Along with our country’s energy structure adjustment and transformation of resources,the economic benefits of coal will be further compressed, many coal mines and even facing bankruptcy integration, landless peasants living is no protection. The author hope that through the research of this paper, called on relevant departments and the social from all walks of life to give subsidence landless peasants necessary attention, at the same time hope can provide the final solution of land expropriation compensation contradictions in this region with some reference value.
