Study On Endowment Security Of Landless Peasants In Coal Mining Subsidence Areas

City x of Shanxi Province is a major resource city and is listed as one of the first 50 key coal producing counties(cities)in China and one of the top ten coal producing counties(cities)in the province.The long-term coal mining has caused cracks and collapses in residential buildings,damaged the ecological environment,and damaged a large number of infrastructure.In order to ensure the economic development and social stability of X City,comprehensively promote rural revitalization,and improve the rural residential environment,City x has carried out a relocation and resettlement project for contiguous coal mining subsidence areas.However,due to the imperfect relocation and resettlement policies in coal mining subsidence areas,the middle-aged and elderly among land-lost farmers in coal mining subsidence areas and the disadvantaged people have not really received preferential policies.With the deepening of the aging of the entire society,the issue of elderly care will increasingly become an important social issue.If this group of land-lost farmers in coal mining subsidence areas is not effectively guaranteed,the effectiveness of the relocation and resettlement policies in coal mining subsidence areas will be greatly reduced.Therefore,it is important to make targeted research on the elderly care security issues of land-lost farmers in coal mining subsidence areas.This paper first investigates the current situation and relevant policies in coal mining subsidence areas through literature review,and then selects several representative resettlement projects in City x.Through field visits,questionnaires,and interviews,data are collected and analyzed to understand the current situation of the elderly care of landless farmers in coal mining subsidence areas in City x,including living care,material foundation,living conditions,recreational activities,and the realization of self and social values,Based on targeted in-depth interviews,this paper summarizes the existing problems in old-age security for land-lost farmers in coal mining subsidence areas and analyzes their causes.Finally,based on relevant theories such as welfare pluralism,and through the participation of individuals,families,governments,and social organizations,relevant measures are proposed to improve the housing safety,economic security,daily care,spiritual comfort,and social value realization of land-lost farmers in coal mining subsidence areas.
