A Research Of Employment Growth Effect Of Biased Technology Change

Employment problem is one of the most prominent and most concerned problems in Chinese social life. And technology change is an important factor affecting employment.Under the background of innovation driven development strategy, in-depth study has important significance on the impact of technological progress on employment growth, and then discusses how to coordinate the development between technology change and employment growth.Based on the measure of the factor bias of technology change and sources(including independent innovation, technology introduction), this paper explains the influence of the technology change and its sources on the employment growth from the angle of the factor bias of technology change. Empirical analysis shows that, during the sample period, our country’s technology change is capital biased technology change and employment effect of technology change is negative. On the other hand, during the sample period, employment effects of different sources of technological change are different, independent innovation can significantly promote the employment and the employment effect of technology introduction is more complicated. Its complexity is mainly manifested that: the employment growth effect of the foreign direct investment showed a significant uncertainty, import and export can significantly promote employment, but the increase of the technology market turnover will lead to the decrease of total employment in China. Correspondingly, different sources of technological change have the different factor bias, technology introduction is capital biased technology change in more provinces and independent innovation is tend to labor biased technology change in more provinces. Based on the above conclusions, this paper supports that encouraging independent innovation, coordinating the relationship between independent innovation and technology introduction, selecting the appropriate path of technological progress can effectively promote Chinese employment growth. In addition, it is very important to improve the employment service system for the reemployment of the unemployed, in the face of the destructive effect of the technology change on employment growth.
